Welcome to the Office of County Clerk
Our Mission Statement
Dedicated to provide quality service in a professional, courteous, equitable and efficient manner, while maintaining the highest level of integrity at all times.
Role
The County Clerk is a nonpartisan elected constitutional officer as provided in Article 6, Section 6 of the Oregon Constitution and the Oregon Revised Statutes, Chapter 205, and serves a term of four years.
The duties of the office include:
- Conducts elections in Douglas County
- Maintains voter registration records
- Keeps public records for the county
- Records real property documents
- Processes Board of Property Tax Appeals
- Issues birth and death certificates
- Issues marriage licenses
- Performs civil marriage ceremonies
- Records military discharges (DD-214) at no cost
- Provides access to archived records

Dan Loomis
Douglas County ClerkDan Loomis was appointed to serve the public, as the Douglas County Clerk in October 2019, and elected to a four-year term as the same, in November 2020. He brings over 33 years of battle-proven leadership experience to our Elections, Recording, Vital Records, and Archives Divisions. He also brings a pragmatic and earnest approach to serving the citizens of Douglas County. From the age of one to 18 years, Dan was raised right here in Douglas County, graduating from Roseburg High School. He then had a decorated 23-year military career with the U.S. Army, rising to the rank of Chief Warrant Officer Four, and has been awarded the Legion of Merit, Bronze Star, and Meritorious Service Medals. Prior to working for Douglas County, Dan was selected and served on the Douglas County Veterans Advisory Committee and on the Douglas County Parks Advisory Board. He still serves on the Douglas County Veterans Day Parade Committee. He’s currently an active member of the Oregon Association of County Clerk’s (OACC). Dan holds three college degrees. Two of those, earned right here, at our own Umpqua Community College. He’s grateful to have spent 26 years of his life right here in Douglas County, Oregon. He lives in the historic settlement of Umpqua with his Bride and their youngest child.
