Construction & Demolition Waste

Definition Taken from Douglas County Code: Construction and Demolition (C&D) waste is, solid waste and building materials resulting from the construction, demolition, deconstruction, remodeling, repair, and cleanup of buildings and other structures, including, but not limited to, wood, plaster, metals, asphaltic substances, bricks, block, asphalt, and concrete.

Construction and Demolition Waste means any debris and waste generated from a construction, remodel, or demolition site. The origin of the waste is not the issue; it is the makeup.

Fees

As of October 28, 2020, a $94 per ton fee is assessed upon all C&D waste entering the solid waste stream. This fee is applied to all loads over one cubic yard. Loads of one cubic yard or larger can only be accepted at the Roseburg landfill ($94/ton) and Roseburg transfer station or Reedsport transfer station ($23/Cu.yd.).

Recycling C&D Waste

The material is easy to recycle. The challenge lies in how to prepare it. The easiest and simplest way to save money at the landfill and to recycle this type of waste is to sort the material on site.

  • All Douglas County Transfer Stations accept the following (some with a nominal fee):
  • Asbestos and Petroleum Contaminated Soil (PCS): By permit only. Call 541-440-4267 to arrange for a permit for the disposal
  • Asphalt:
    • LTM accepts clean asphalt at the yard on Highway 99. Contact 541-679-6744 first for details
  • Community Depots accept paper, plastic, and cardboard:

Asbestos-Containing Building Materials

An asbestos survey is required before beginning any demolition or remodeling project to make sure the waste material brought to the Roseburg Landfill is free of asbestos.
